Exchange Flags is not immediately visible from the main streets surrounding Liverpool Town Hall. It is accessed through passages from High Street on the west side and from Castle Street via narrow lanes. Many visitors walk past the entrances without realising the square exists. The Nelson Memorial

The dominant feature of Exchange Flags is the Nelson Memorial — a tall column surmounted by a bronze figure, with four allegorical sculptures at its base representing Courage, Fame, Valour and Victory. Erected in 1813, it is one of Liverpool’s finest public monuments. The four base figures are particularly expressive and worth examining closely.
