Exchange Flags Liverpool: The City’s Historic Commercial Heart

Exchange Flags is one of Liverpool’s most historically significant public spaces — a large open square behind Liverpool Town Hall that served as the city’s open-air trading floor from the 18th century onwards.

The Original Exchange

Before the construction of enclosed exchanges and trading halls, Liverpool’s merchants conducted much of their business in the open air of Exchange Flags. Brokers, ship owners, insurance agents and commodity traders would gather here to negotiate contracts, exchange information and close deals. The square’s position immediately behind Liverpool Town Hall — the seat of civic authority — reinforced the close relationship between commercial and political power in Georgian Liverpool.

The Nelson Memorial

The dominant feature of Exchange Flags today is the Nelson Memorial — a striking monument to Admiral Horatio Nelson, erected in 1813, eight years after his death at the Battle of Trafalgar. Liverpool’s merchants were among the most enthusiastic supporters of the naval campaign that protected British maritime trade. The monument, with its four bronze figures representing Courage, Fame, Valour and Victory, is one of the city’s finest public sculptures.

From Open Air Market to Modern Square

As Liverpool’s commercial life moved indoors to purpose-built exchanges and offices, Exchange Flags transitioned from a trading floor to a civic space. Today it is used for outdoor events, lunch gatherings by nearby office workers, and as a quiet retreat from the busy streets surrounding Liverpool Town Hall.

Exchange Flags is accessible at all times and free to visit. It is best reached via the passages behind Liverpool Town Hall. The square offers excellent views of the Town Hall’s rear elevation — a perspective that relatively few visitors discover.
